Payables R12: Cannot remove last payment from payment instruction

In terms of verifying patches, I am going to verify the patch associated from note "R12: Payables/Payments: Error: You may not remove the last payment from a payment instruction. Consider terminating the payment instruction instead." via document ID 2007497.1 so I can make sure we do not suffer from something like this in our own system!
